AI literacy means employees understand AI, know its risks and use it consciously in their role. Article 4 of the EU AI Act ((EU) 2024/1689) makes it an obligation for organizations to ensure a sufficient level of AI literacy among staff. This guide explains what the obligation is, who it covers and how to design the training.
What does Article 4 require?
Article 4 requires providers and deployers of AI systems to take measures ensuring a sufficient level of AI literacy among their staff and other persons using AI on their behalf. Sufficiency is assessed considering technical knowledge, experience, education and the context the systems are used in.
In practice this means three things: an inventory of AI use in the organization, role-adapted training, and documentation of that training. The European Commission's AI literacy guidance describes the content criteria along these lines.

From training to certificate.
My AI Literacy Training program is designed around these eight criteria and adapted to the organization's sector. What is AI literacy?
The skills, knowledge and understanding employees need to comprehend AI systems, know their opportunities and risks, and use them consciously in their role. It is the subject of the obligation defined in Article 4 of the EU AI Act.

Does this obligation cover companies in Türkiye?
Türkiye-based companies that place AI systems on the EU market or operate systems whose output is used in the EU can fall within scope. Proof of AI literacy is increasingly requested in customer audits of suppliers working with the EU.
What should AI literacy training include?
Eight areas in line with the European Commission's guidance: general AI foundations, a company-specific system inventory, role clarity, risk awareness, generative AI, audience adaptation, regulation knowledge and sector context.
